OTC
Occupational Therapy Council of Australia
Overview
The Occupational Therapy Council of Australia (OTC exam) does not assess overseas-trained occupational therapists through a one-off written exam. Instead, it uses a structured, paper-based assessment process carried out in two separate stages, designed to check both your background and your real-world competence before you can work in Australia.
Stage 1: Desktop (Paper) Assessment
The first stage is an off-site document review, often called a desktop assessment. In this stage, the OTC examines your submitted paperwork to determine whether your educational qualifications and professional background are broadly comparable to Australian standards for occupational therapy.
This includes:
Your OT degree (curriculum content, length of study, and level)
Evidence of English language proficiency (such as IELTS, OET, or equivalent)
Supporting documents like transcripts, course descriptions, and identity documents
At this point, no clinical skills are tested directly. The goal is simply to confirm that, on paper, you have the foundational education and language ability required to proceed further in the assessment pathway.
Stage 2: Supervised Practice Audit
If you pass Stage 1, you move on to Stage 2, which focuses on your actual professional competence in practice, rather than theory. This stage involves completing a period of supervised occupational therapy practice in Australia, typically lasting 3 to 6 months.
During this time:
You work under the supervision of an approved occupational therapist
Your clinical work, professional behaviour, documentation, and decision-making are monitored
Evidence from your supervised practice is collected and audited by the OTC
This stage is designed to verify that you can safely and effectively practise as an OT in the Australian healthcare system, applying your skills in real clinical settings rather than in an exam environment.
Final Outcome
Once both stages are successfully completed:
The OTC confirms your overall competency
This outcome can be used for Supervised Practice Audit
It also supports your migration skills assessment for Australian visas
In summary, the OTC assessment pathway is progressive and evidence-based, starting with a qualifications review and ending with supervised clinical verification. It prioritises real-world practice and professional standards, rather than testing candidates through a single written exam.
Eligibility
The Occupational Therapy Council (OTC) of Australia conducts skills assessments to determine eligibility for overseas-trained occupational therapists seeking migration or registration. Key requirements include a recognized degree, proof of identity, English language proficiency (e.g., IELTS 7 or OET B), and a successful Stage 1 Desktop Assessment to verify qualifications.
Exam Structure and Content
- Qualification Assessment: Applicants must have completed a tertiary education program in occupational therapy. The OTC assesses if the qualification matches Australian standards.
- English Language Proficiency: Must demonstrate high-level competence, typically by achieving an IELTS score of at least 7 in all components, or equivalent scores in PTE Academic, TOEFL iBT, or OET.
- Stage 1 Assessment (Desktop): A documentation review of qualifications, identity, and English skills.
- Stage 2 Assessment (Competence): For some, a six-month period of supervised practice in Australia is required to assess competence.
- Application Process: Documents must be certified, and if not in English, translated.
For immigration purposes, the assessment is a desktop review of qualifications and English. For registration, the Occupational Therapy Board of Australia handles the process, which may require a supervised practice assessment.
