The Nursing and Midwifery Board of Australia (NMBA) requires internationally qualified nurses to complete a structured assessment process to demonstrate that their knowledge and clinical skills meet Australian standards for safe practice. This process is designed to ensure that overseas-trained nurses are competent to work effectively within the Australian healthcare system.
Registration for international nurses generally involves a two-stage examination pathway. The first stage is a computer-based Multiple Choice Question (MCQ) examination, most commonly the NCLEX-RN for registered nurses. This exam evaluates theoretical knowledge, clinical reasoning, and decision-making related to patient safety, nursing care, and professional responsibilities. It ensures candidates have the foundational knowledge required for entry-level nursing practice in Australia.
Candidates who successfully pass the MCQ examination then progress to the second stage, the Objective Structured Clinical Examination (OSCE). The OSCE is a practical, skills-based assessment that measures a nurse’s ability to apply knowledge in realistic clinical scenarios. It assesses hands-on competencies such as patient assessment, communication, clinical procedures, infection control, and professional judgment.

NMBA Outcome-Based Assessment (OBA) for (IQNMs) &
The Nursing and Midwifery Board of Australia (NMBA) Outcome-Based Assessment (OBA) is a mandatory two-stage, computer-based (MCQ) and practical (OSCE) exam process for IQNMs with relevant but not substantially equivalent qualifications. Implemented in 2020, it assesses if an applicant meets Australian graduate-level standards for registration, replacing previous bridging programs.
Key Components of the OBA Pathway
- Stage 1: Cognitive Assessment (MCQ): A computer-based Multiple-Choice Question (MCQ) exam, specifically the Next Generation NCLEX (NGN) for nurses, testing knowledge and critical thinking.
- Stage 2: Behavioral Assessment (OSCE): The Objective Structured Clinical Examination (OSCE) assesses clinical skills and competence in a simulated, high-fidelity environment.
- Candidates must pass Stage 1 (MCQ) before proceeding to Stage 2 (OSCE).
OBA Process and Requirements
- Eligibility: IQNMs must first complete a self-check, portfolio, and an orientation program to receive a referral from the Australian Health Practitioner Regulatory Agency (Ahpra).
- Location: The MCQ is held at dedicated test centres worldwide, while the OSCE is conducted in Australia.
- Duration: The entire process usually takes 9–12 months.
- Support: Various providers, such as Signet Institute and Nurse Assist International, offer preparatory programs to help applicants pass the exams.
The OBA is designed to ensure that international nurses and midwives, often referred to as Stream B candidates, possess the necessary skills and competence to practice safely within the Australian healthcare system.

- Initial Self-Check: Complete the self-check on the NMBA website, which identifies if you are in the OBA pathway.
- AHPRA Referral Letter: You must receive a formal referral letter from the Australian Health Practitioner Regulation Agency (AHPRA) to proceed.
- Mandatory Standards: You must demonstrate you meet mandatory registration standards, including English language proficiency, criminal history checks, and professional indemnity insurance.
- Application Fee: A non-refundable fee of AUD

OBA Exam Stages:
- Stage 1: Multiple-Choice Question (MCQ) Exam: Cognitive test (NCLEX-RN for nurses).
- Stage 2: Objective Structured Clinical Examination (OSCE): Behavioural and practical assessment, which can only be taken after passing the MCQ.
Only after successful completion of both stages (and meeting other requirements) can you apply for registration with the NMBA.

To be eligible for the Nursing and Midwifery Board of Australia (NMBA) Outcome-Based Assessment (OBA), Internationally Qualified Nurses and Midwives (IQNMs) must hold a qualification relevant to, but not substantially equivalent to, an Australian-approved qualification.
