Australian Physiotherapy Entry Pathway

Overview

The Australian Physiotherapy Entry Pathway (APEP) is a revised assessment framework introduced to evaluate overseas-qualified physiotherapists who wish to practise in Australia. From 1 October 2025 onward, APEP replaces the previous assessment model with a more modern, flexible, and competency-based process that better reflects contemporary physiotherapy practice.

The pathway is designed to be more streamlined and partially delivered online, reducing the need for travel while maintaining rigorous professional standards. It consists of two main components. The first is a written examination made up of two parts, with a total of 120 multiple-choice questions. This written assessment evaluates core theoretical knowledge, clinical reasoning, and the ability to apply evidence-based practice across a range of physiotherapy scenarios relevant to Australian healthcare settings.

The second component is a two-hour online verbal assessment known as the “Capability Assessment.” This replaces the traditional in-person clinical examination. Instead of physically demonstrating skills, candidates are assessed through structured discussions and scenario-based questioning that explore clinical judgment, professional reasoning, ethical decision-making, communication skills, and overall readiness for safe practice.

Overall, APEP represents a shift away from purely practical, location-dependent testing toward a more accessible and holistic evaluation of competence. Its goal is to ensure that internationally trained physiotherapists meet Australian standards for safe, effective, and independent practice while offering a more flexible and contemporary assessment experience.

Eligibility

The Australian Physiotherapy Council (APC) APEP exam requires an overseas qualification in physiotherapy (minimum diploma-level, though bachelor’s is often required). Applicants must hold unconditional registration in their training country or possess the legal right to practice without restrictions. Prior work experience is generally not mandatory to begin the process. 

Key APEP Eligibility and Process Requirements:

  • Qualification: A minimum 4-year degree (or diploma) in physiotherapy.
  • Registration: Unrestricted/full registration in the country of qualification.
  • Alternatives: If no regulatory body exists in the home country, candidates must show they are legally allowed to practice.
  • Prerequisites: Successful completion of the Eligibility Assessment and Cultural Safety Training through the APC Candidate Dashboard.
  • Pathway Structure: The APEP includes a document-based eligibility assessment, Cultural Safety Training, a Remote Written Assessment, and a Remote Capability Assessment.
  • Final Step: A one-day, in-person clinical workshop in Melbourne, Australia, is required after passing remote assessments. 

The APEP is designed for international graduates, excluding specific “FLYR” countries that have alternative, faster, or direct-assessment pathways.
